The crime rate in this country is increasing rapidly, with most of the suspects being idle young men, this problem needs to change, said Officer Tony Funnies, the head of the police force. Many young men who leave school at such a young age find it very hard to get employment; they therefore may end up stealing and getting involved in other illegal acts. Having them enrolled in military service can give them something to do which will decrease the number of boys on the streets and therefore the crime rate may also go down. By saying that this service should not be compulsory are we saying that we want the crime rate to increase and many innocent people to suffer? Military training can be defined as a process which intends to establish and improve the capabilities of military personnel in their respective roles. This means that young men who Join this training force can further their physical as well as their mental traits. A young man without proper schooling or education can gain more respect and consideration for others within a few months at this military force, Director Martin Freeman also stated in a television interview. These boys can now develop their qualities, becoming more obedient and hardworking youths. The Military Force of Trinidad and Tobago is a training school run on discipline and for those who cannot read or write , they are allowed to attend courses within the school in English and Arithmetic. This is a great opportunity for young men and should be compulsory for those not studying or involved in gainful employment because of the many qualities than can be attained while attending this military force. On completing the military training, Job opportunities become available to these young men. Even college degrees become available in a small emitted due to the fact that these young men did not attend educational schooling. Jobs such as national security officers, coast guards, police officers or even security for businesses or schools are available. If these young men who did not attend school were to miss out on an opportunity such as military training, they would not be able to find employment easily and therefore commit to a life of crime or illegal activities to enable themselves the funds to purchase food or even a place to live. Would you really want that to occur for these young men? This would cause an increase in crime and affect our country negatively. Military service and training should become compulsory for these boys because as we can see, without it, the crime rate would increase rapidly and the amount of street children would become overbearing due to the fact that they cannot help themselves develop in the world today. In Conclusion, there are many positive benefits of this service. These boys will be transformed to well behaved men and have many qualities that will help them to get further in life. Teens Having Sex Young women and teen girls trying to figure out the right age to have sex frequently want to know the answer to a related question: When do most teens have sex? When they see other teens having sex on TV and in films- and read about it in magazines and books- many get the wrong idea that everyone else is having sex except for them. Its an exaggerated image thats fed by depictions of sexually active teens in films like  Ladybird and TV shows like Mom, The United States of Tara, Riverdale, and 13 Reasons Why. The regular presence of pregnant teens in the media spotlight makes it seem as if most teens between ages 15 and 19 are having sex- and that this activity is commonplace. The truth? The majority of teens ages 15 to 19 are not having sex. In fact, only 46 percent of teens in this age group in the U.S. have had sex at least once. Worried parents and anxious teens can calm their anxiety by understanding that the medias obsession with teen sex is more a result of hype than a reflection of reality. Unlike some of the characters of Riverdale, who are having sex at 15, real-life teens who are actually sexually active tend to be older. The Guttmacher Institutes September 2017 report titled Adolescent Sexual and Reproductive Health in the United States debunks this and other myths about teens sexual behavior. According to the Guttmacher study, On average, young people in the United States have sex for the first time at about age 17. And this is part of a trend: In recent years, teens are waiting longer and longer to have sex. In 2011–2013, about 13% of never-married females aged 15–19 and 18% of never-married males in that age group had had sex before age 15, compared with 19% and 21%, respectively, in 1995.   Despite the lingering stereotype that teen sex is all about casual hookups with no commitment between sexual partners, 73 percent of teen females report that the first time they had sex, they did so with a steady boyfriend, a fiancà ©, a husband, or a cohabiting partner. The news gets better. Teens who engage in sex are taking more responsibility for avoiding pregnancy and sexually transmitted disease. From 2011 to 2013 over three-quarters (79 percent) of sexually active teen females used contraception when having sex for the first time. This represents a radical change in behavior from 1982, when only 48 percent of teen females used contraception the first time. Perhaps most importantly, this practice is sustained past that first encounter: In 2006–2010, 86% of females and 93% of males aged 15–19 reported having used contraceptives the last time they had sex. This increase in contraceptive use has paid off. In 2013, the adolescent pregnancy rate reached a record low...less than 5% of females [aged 15–19] became pregnant. This is a precipitous decline of around a third of the peak rate, which occurred in 1990. Colonel Falkner had a notable career as a soldier in the Civil War and the Mexican War. Before being assassinated by a former partner in 1889, Colonel Falkner also took the time to build a railroad and run for public office. Faulkner received his initial education in Oxford, however he dropped out of high school in 1915. He attempted to join the U.S. Army but was rejected for pilot training so he joined the Canadian Royal Air Force in 1918 but the war ended before he spent any time in service. After the ending of the war, Faulkner took some classes at the University of Mississippi and spent a short time working at the university post office. Still, for the sake of the voyeur in us all, a tidbit or two to satisfy curiosity†¦ Molly tried, made a valiant effort in fact, but even for a woman of such fine physical conditioning, the task was too great. She did, however, manage to locate near the shed a gas-powered weed-whacker (which the late drug chefs used to clear flammables from the area) and with firm but gentle application of that rude machine, and a little coaxing, was able to bring Steve to that state the French inscrutably call â€Å"the little death.† And soon after, what at first seemed an insurmountable obstacle, the size difference, was turned to advantage, allowing Molly to join Steve in that place of peace and pleasure. How? Imagine a slow slide down a long, slippery bannister of a tongue, each taste bud a tease and tingle in just the right place, and you can understand how Molly ended up a satisfied puddle snuggled in that spot between his neck and shoulder that women so love. (Except in Steve's case, it didn't make his arm go to sleep.) Yes, there was a bit of the awkwardness that comes with the unfamiliarity and exploration of new lovers, and Theo's Volvo was soundly smashed before Steve realized that rolling around on the ground was an inappropriate way to display his enthusiasm, but a boxy Swedish automobile is a small price to pay for passion in the great scheme of things. And that is all you need to know about that. Twenty Theo Over the years, Theo had learned to forgive himself for having inappropriate thoughts at inappropriate times (imagining the widow naked at the funeral, rooting for a high death toll in Third World earthquakes, wondering whether white slavers provided in-house financing), but it worried him more than somewhat that, while hand-cuffed to a chair, waiting for his executioner, he was thinking about getting laid instead of escaping or making amends with his creator. Sure, he'd tried to get away, managing to do little more than tip the chair over and give himself a bug's-eye view of the dirt floor, but shortly after that, when the voices outside had stopped, he was overtaken with thoughts of women he'd had and women he hadn't, including an erotic mental montage of the erstwhile actress and resident Crazy Lady, Molly Michon. So it was embarrassment as much as relief that he felt when, after the sound of a weed-whacker and the crashing of metal, Molly popped her head into the shed. â€Å"Hi, Theo,† she said. â€Å"Molly, what are you doing here?† â€Å"Out for a walk.† She didn't come in, just craned her head around the corner. â€Å"You've got to get away from here, Molly. There's some very dangerous guys around here.† â€Å"Not a problem. You don't want any help then?† â€Å"Yes, go get help. But get away from here. There's guys with guns.† â€Å"I mean, you don't want me to uncuff you or anything?† â€Å"There's no time.† â€Å"There's plenty of time. Where are the keys?† â€Å"On my key ring. In the ignition of my car.† â€Å"Okay. Be right back.† And she was gone. Theo heard some pounding and what sounded like safety glass being shattered. In a second Molly was back in the doorway. She tossed the keys on the floor near his head. â€Å"Can you get to those?† â€Å"Can you unlock me?† â€Å"Uh, I'd rather not right now. But you'll be able to get to those eventually, won't you?† â€Å"Molly!† â€Å"Yes or no?† â€Å"Sure, but†¦Ã¢â‚¬  â€Å"Okay. See ya, Theo. Sorry about your car.† And again she was gone. As he scrambled in the dirt to get to the keys, he was still troubled about the unwarranted wave of horniness that had overtaken him. Could it have been set off by the handcuffs? Maybe he'd been into bondage all these years and never even knew it. Although when he'd been arrested right before Sheriff Burton had blackmailed him into becoming constable, he'd spent almost two hours in handcuffs and he didn't remember it being an espe-cially erotic experience. Maybe it was the death threat. Was he turned on by the thought of being shot? Man, I am a sick individual, he thought. In ten minutes he was free of both the handcuffs and the dogging thoughts of sex and death. Molly, Joseph Leander, and the house trailer were gone, and he stood before the ruins of his Volvo with an entirely new set of questions nagging him. The roof of the station wagon was now mashed down to level with the hood, three of the four tires were blown, and on the ground, all around the car, were the tracks of what had to be a very, very large animal. There were two trails that had matted down the grass leading away from the shed and over the hill. One, obviously, was the track of a person. The other was wider than the dirt road that led into the ranch. Theo dug into the Volvo for his gun and cell phone, having no idea what to do with either of them. There was no one to call – and certainly no one he wanted to shoot. Except maybe Sheriff John Burton. He searched the area, found Joseph Leander's gun, and tucked it into the waistband of his jeans. The keys were still in the red four-wheeler, and after a minute of measuring the ethics of â€Å"borrowing† the truck against having been kid-napped, handcuffed, and almost killed, he climbed into the truck and took off across the pasture, following the double trail. Gabe Gabe and the rancher stood over the pulverized remains of the Holstein, waving flies away from their faces, while Skinner crouched a few yards away, his ears back, growling at the mess. The rancher pushed his Stetson back on his head and shuddered. â€Å"My people have been running dairy and beef cattle on this land for sixty years, and I ain't never heard or seen anything like it, Gabe.† His name was Jim Beer. He was fifty-five, going on seventy, leathery from too much sun and stress, and there was a note of the sad lonely under everything he said. He was tall and thin, but stood with the broken-backed slouch of a beaten man. His wife had left him years ago, driving off in her Mercedes to live in San Francisco and taking with her a note worth half the value of Jim Beer's thousand acres. His only son, who was to have taken the ranch over, was twenty-eight now and was busy getting thrown out of colleges and into rehabs all over the country. He lived alone in a fourteen-room house that rattled with emptiness and seemed to suck up the laughter of the ranch hands, who Jim fed in his enormous kitchen every morning. Jim was the last of his breed, and he would forever trace the beginning of his downfall to an affair he'd had with the witch who once lived in Theo's cabin at the edge of the ranch. Cursed he was, or so he believed. If the witch hadn't run off ten years ago with the owner of the general store, he would have been sure the mutilated cattle was her doing. Gabe shook his head. â€Å"I have no idea, Jim. I can take some samples and have some test run, but I don't even know what we are looking at here.† â€Å"You think it was kids? Vandals?† â€Å"Kids tip cows over, Jim. These look like they've been dropped from thirty thousand feet.† Gabe knew what appeared to have happened, but he wasn't willing to admit it. There wasn't a creature alive that could have done this. There had to be another explanation. â€Å"So you're saying aliens?† â€Å"No, I am definitely not saying aliens. I'm not saying aliens.† â€Å"Something was here. Look at the tracks. Satanic cult?† â€Å"Damn it, Jim, unless you want to be on the cover of Crackpot Weekly, don't talk that way. I can't tell you what did this, but I can tell you what didn't. This was not aliens, or Satanists, or Bigfoot on a binge. I can take some samples and run some tests and then maybe, maybe, I can tell you what did this, but in the meantime, you should call the state ag guys and get them out here.† â€Å"I can't do that, Gabe.† â€Å"Why not?† â€Å"I can't have strangers running around on my land. I don't want this gettin' out. That's why I called you.† â€Å"What's that?† Gabe held up a finger to hold his place in the conversation, then looked to the hills: the sound of an engine. In a second a red four-wheel-drive pickup appeared on the hill headed toward them. â€Å"You'd better go,† Jim Beer said. â€Å"Why?† â€Å"You'd just better. Nobody's supposed to be on this side of the ranch but me. You need to go.† â€Å"This is your land?† â€Å"Let's jump in your truck, son. We need to go.† Gabe squinted to get a better look at the truck, then waved. â€Å"That's Theo Crowe,† he said. â€Å"What's he doing in that thing?† â€Å"Oh shit,† Jim Beer said. Theo pulled the truck up next to Gabe's, skidded to a stop, and crawled out. To Gabe, the constable looked pissed off, but he couldn't be sure, having never seen the expression on Theo before. â€Å"Afternoon, Gabe, Jim.† Jim Beer looked at his boots. â€Å"Constable.† Gabe noticed that Theo had two pistols stuck in his jeans and was half-covered with dust. â€Å"Hi, Theo. Nice truck. Jim called me out to take a look†¦Ã¢â‚¬  â€Å"I know what that is,† Theo said, tossing his head toward the mashed cow. â€Å"At least I think I do.† He strode up to Jim Beer, who seemed to be trying to sink into a hole in his own chest. â€Å"Jim, you got a crank lab back there turning out enough product to hype all of Los Angeles. You wanna tell me about it?† The life seemed to drain out of Jim Beer and he fell to the ground in a splay-legged sit. Gabe caught his arm to keep him from cracking his tailbone. Beer didn't look up. â€Å"My wife took a note for half the ranch when she left. She called it in. Where else was I going to get three million dollars?† Gabe looked from Jim to Theo as if to say, â€Å"What the hell?† â€Å"I'll explain later, Gabe. I have something I have to show you anyway.† Theo pushed Jim Beer's Stetson back so he could see the rancher's face. â€Å"So Burton gave you the money so he could use your land for the lab.† â€Å"Sheriff Burton?† Gabe asked, totally confused now. â€Å"Shut up, Gabe,† Theo snapped. â€Å"Not all of the money. Payments. Hell, what could I do? My grandfather started this ranch. I couldn't sell off half of it.† â€Å"So you went into drug dealing?† â€Å"I ain't never even seen this lab you're talking about. Neither have my hands. That part of the ranch is off-limits. Burton said he had you in the cabin to keep anyone from coming in the back gate. I just run my cattle and mind my own business. I never even asked Burton what he was doing out there.† â€Å"There million dollars! What the hell did you think he was doing? Raising rabbits?† Jim Beer didn't answer, he just stared at the ground between his legs. Gabe held his shoulder to steady him and looked to Theo. â€Å"Maybe finish this later, Theo?† Theo turned and walked in a tight circle, waving his hands in the air as if chasing away annoying spirits. â€Å"You okay?† Gabe asked. â€Å"What the fuck do I do now? What do I do? What am I supposed to do?† â€Å"Calm down?† Gabe ventured. â€Å"Fuck that! I got murders, drug manufacturing, some fucking giant animal of some kind, a whole town that's gone nuts, my car is mashed, and I have a crush on a crazy woman – I don't have the training for this! No one has the fucking training for this!† â€Å"So calming down isn't an option right now?† Gabe said. â€Å"I understand.† Theo interrupted his anxiety Tilt-A-Whirl and wheeled on Gabe. â€Å"And I haven't smoked any pot in a week, Gabe.† â€Å"Congratulations.† â€Å"It's made me insane. It's ruined my life.† â€Å"Come on, Theo, you never had a life.† Gabe immediately realized that perhaps he had chosen the wrong tack in consoling his friend. â€Å"Yeah, there's that.† Theo strode to the red truck and punched the fender. â€Å"Ouch! Goddamn it!† He turned to Gabe again. â€Å"And I think I just broke my hand.† â€Å"Mad cow disease worries me,† Jim Beer said from his stupor of defeat. â€Å"Shut up, Jim,† Gabe said. â€Å"Theo has a gun.† â€Å"Guns!† Theo shouted. â€Å"I stand corrected,† said Gabe. â€Å"You mentioned a giant animal?† Theo massaged his temples as if trying to squeeze out a coherent thought. Tears had traced the creases in his cheeks. â€Å"Jim, this never happened, okay? You haven't seen me and you haven't heard anything from this side of the ranch, okay? When I came out, it was gone.† Gabe checked his watch. â€Å"Have you eaten today? I'm not questioning you, but maybe you're having a hypoglycemic reaction or something. No Child Left Behind vs. Inequalities Essay

The American educational system suffers from a wide disparity between the poor and rich schools in the country. Race relations is a prominent cause of the problem wherein the white-dominated school districts get the most funding and government support while non-white children live in poverty, academic underachievement, indifferent government officials and hopelessness. The No Child Left Behind Act seeks to lessen this disparity by equalizing governmental funding, ensuring a competent teaching workforce and instilling a system of accountability. However, like many other laws, No Child Left Behind has its shortcomings and needs re-examination and/or fine tuning to ensure its effectiveness. No Child Left Behind Act of 2001 and the Issues in Jonathan Kozol’s Book Through the book Savage Inequalities: Children in America’s Schools, Kozol (1991) made several noteworthy points such as (1) many schools in poverty-stricken areas have non-white children comprising the majority of their student populations, (2) poor, run-down schools in non-white neighborhoods view themselves as serving those children who have little value to the country, (3) students, school administrators, public officials and community residents have a shared feeling of hopelessness for their plight and nobody is willing to be accountable for the problem, and (4) increased funding for the poorest schools in America can make a difference if this is accompanied by a change in the society’s attitude (pp. 82, 114, 243). Former US President George W. Bush signed â€Å"The No Child Left Behind Act (NCLB) of 2001† into law on January 8, 2002 as part of his educational reform agenda (â€Å"No Child†, 2007). The Act sought for immense transformation in America’s K-12 education by underscoring four principles: (1) greater accountability for results, (2) increased flexibility and local control, (3) expanded options for parents, and (4) an emphasis on proven and effective teaching methods (â€Å"New Jersey†, 2006). The four principles are aligned with the areas of racial inequalities among schools as identified by Kozol (Check, 1992, p. 1) which include funding, governmental assistance, political support, buildings upkeep, quality of educators, availability of and funding for school supplies, extra-curricular facilities, overcrowding and accountability system (Warner, 2002, n. d. ). Extent of Effectiveness of the Act Some of No Child Left Behind’s remedies are more pronounced in student academic performance. Thompson and Barnes (2007) cite that albeit slow progress, NCLB yields favorable results in strengthening student academic achievement. For example, scores in mathematics among 4th and 8th graders from 2003 to 2005 increased nationwide with scores for Hispanic and African American students showing significant improvement in the same period. Further, 4th graders’ national average scores in reading improved while achievement gap between African American and Hispanic 4th graders narrowed slightly from 2003 to 2005 (p. 16). More than two-thirds of the states also reported that test scores disparity in terms of race, income, or language background has lessened or stayed the same (Rentner et. al. , 2006 as cited in Thompson and Barnes, 2007, p. 16). On the contrary, the mostly debated shortcomings of the law fall in three areas. First, its stringent assessment and reporting requirements forced educators to allocate instructional time in preparation for assessment thereby suppressing creative learning in the classroom. Secondly, the Department of Education has failed to immediately ensure and monitor that the states comply with the NCLB’s teacher quality provisions; this being done only two years after the effectivity of the law. Lastly, fund disbursements in some states primarily devoted to professional development were done without full consideration of effectiveness or content quality of the trainings (Thompson and Barnes, 2007, pp. 19-20). Conclusion In summary, the NCLB has laid the foundations for educational reform and academic equality but continuous evaluation is essential to make the law work for all. References Check, J. (1992). How to Apply for a Patent for Your Invention Inventors who have created a new product or process can apply for a patent by filling out a patent application, paying a fee, and submitting it to the United States Patent and Trademark Office (USPTO). Patents are meant to protect creations that solve a specific technological problem - be it a product or process - by assuring that no one else can produce and sell a product or process similar to the one patented. Because the patent application is a legal document, inventors hoping to complete the forms need to have a certain level of expertise and preciseness when filling out the proper paperwork - the better written the patent, the better the protection the patent will produce. The patent application itself has no fill-in forms available on the most complex parts of the paperwork, and instead, you will be asked to submit  drawings  of your invention and fill out a series of technical specs that make it different and unique from all other inventions that have already been patented. Undertaking a non-provisional utility patent application without a  patent attorney or agent  is very difficult and not recommended for beginners to patent law. Although only  the inventor may apply for a patent, with certain  exceptions, and two or more persons making  an invention  jointly must apply for a patent as joint inventors, all inventors must be listed on the patent applications. Getting Started With Filing Your Patent It is highly recommended that you draft a first copy of the patent application and do a preliminary search for prior art yourself before bringing the paperwork to the patent agent you hire for a final proof. If you must self-patent for financial reasons please read a book such as, Patent It Yourself and understand the risks of self-patenting. Another alternative - which comes with its own set of  drawbacks  - is to file a provisional patent application, which provides one year of protection, allows patent pending status, and does not require writing claims. However, before one year expires you must file a non-provisional patent application for your invention, and during this year, you can promote and sell your product and hopefully raise the money for a non-provisional patent. Many successful experts advocate provisional patents and other alternatives as a better path to follow. Essentials of Non-Provisional Utility Patent Applications All non-provisional  utility  patent applications must include a written document which comprises a specification (description and claims) and an Oath or Declaration; a drawing  in those cases in which a drawing  is necessary; and the filing fee at the time of application, which is the fee when the patent is issued, as well as an  Application Data Sheet. The descriptions and claims are very important to a patent application as they are what the patent examiner will look at to determine if your invention is novel, useful, nonobvious, and correctly reduced to practice as it relates to whether or not the invention is  patentable  in the first place. It takes up to three years for a patent application to be granted, and because applications are often rejected the first time, you may need to amend the claims and appeal. Make sure that you meet all  drawing standards  and follow all patent laws that apply to design patent applications in order to avoid further delay. It will be a lot easier for you to understand how to apply for a design patent if you look over a few issued design patents first - check out  Design Patent D436,119  as an example before proceeding, which includes the front page and three pages of drawing sheets. Optional Preamble and Mandatory Single Claim A preamble (if included) should state the name of the inventor, the title of the design, and a brief description of  the nature  and intended use of the invention that the design is connected to, and all the information contained in the preamble will be printed on the patent if it is granted. Using an Optional Preamble: I, John Doe, have invented a new design for a jewelry cabinet, as set forth in the following specification. The claimed jewelry cabinet is used to store jewelry and could sit on a bureau. You may choose not to write a detailed preamble in your design patent application;  however, you must write one  claim  like  Design Patent D436,119  uses. You will submit all bibliographic information such as the inventors name by using an  application data sheet  or ADS. Using a Single Claim: The ornamental design for eyeglasses, as shown and described. All design patent application may only include a single claim that defines the design which the applicant wishes to patent, and the claim must be written in formal terms, where as shown relates to drawing standards included in the application while as described means that the application includes special descriptions of the design, a proper showing of modified forms of the design, or other descriptive matter. Design Patent Title and Additional Details The title of the design must identify the invention that the design is connected to by its most common name used by the public, but marketing designations (like Coca-Cola instead of soda) are improper as titles and should not be used. A title descriptive of the actual article is recommended. A good title helps the person that is examining your patent know where to or not to search for prior art and helps with the proper classification of the design patent if it is granted; it also helps the understanding of the nature and use of your invention that will  embody the design. Examples of good titles include jewelry cabinet, concealed jewelry cabinet, or panel for a jewelry accessory cabinet, each of which gives specifications to items already known colloquially, which could increase your chances of getting your patent approved. Any cross-references to related  patent applications  should be stated (unless already included in the application data sheet), and you should also include a statement regarding any federally sponsored research or development if any. Figure and Special Descriptions (Optional) The figure descriptions of the drawings included with the application tell what each view represents, and should be noted as FIG. 1, FIG. 2, FIG. 3, etc. These items are meant to instruct the agent reviewing your application to what is being presented in each drawing, which can be demonstrated as such: FIG.1 is a perspective view of eyeglasses showing my new design;FIG.2 is a front elevational view thereof;FIG.3 is a rear elevational view thereof;FIG.4 is a side elevational view, the opposite side being a mirror image thereof;FIG.5 is a top view thereof; and,FIG.6 is a bottom view thereof. Any description of the design in the specification, other than a brief description of the drawing, is generally not necessary since, as a general rule, the drawing is the designs best description. However, while not required, a special description is not prohibited. In addition to the figure descriptions, there are many types of special descriptions that are permissible in the specification, which include: A description of the appearance of portions of the claimed design which are not illustrated in the drawing disclosure; a description  disclaiming portions of the article not shown, that form no part of the claimed design; a statement indicating that any broken line illustration of environmental structure in the drawing is not part of the design sought to be patented; and a description denoting the nature and environmental use of the claimed design, if not included in the preamble.
